Alberta’s transition to extended producer responsibility

Starting April 1, 2025 eligible communities will begin the transition of their recycling programs to the new extended producer responsibility framework under Alberta’s Extended Producer  Regulation 

This change marks a significant shift in how recycling programs will be managed, placing more responsibility on producers to ensure effective recycling processes.

Transition Models for Collection Services

To ensure a seamless transition in Alberta, Circular Materials is working with registered communities to transition their collection services to EPR via two different models:

  • If a community opts-in, they continue to manage their current recycling collection contract through a service agreement with Circular Materials.
  • If a community opts-out, Circular Materials will contract with the incumbent or an alternative collection Service Provider directly.

To support ongoing collaboration with municipalities, we have established a Municipal Working Group as a forum to share feedback, raise questions and directly engage with our team.

You only need to register once to attend all the Municipal Working Group meetings. Once registered, you will be sent a confirmation email from Zoom and can add all the meeting dates to your calendar.

Updated insurance requirements

Circular Materials has assessed insurance required across its national programs.​

To reduce barriers and where possible, we have reduced insurance requirements in some areas.​

Where the MSA has been executed (prior to recent amendments), we will provide an amendment to those agreements.

The below insurance requirements are applicable to both curbside and depot operators.

  • Contact your community insurance provider to ensure the certificate provided to Circular Materials includes the requirements listed above.​
  • Subcontractors must comply with the same insurance requirements as contractors.
  • If your community uses subcontractors to perform some or all this work, please confirm that they meet the same insurance requirements as the contractor’s coverage for scope of work. ​
  • The Alberta MSA requires the insurer provide notice of 30 days cancellation of coverage. Please provide confirmation of this in the certificate of insurance.​

  • Consumer Pricing Index (CPI) escalation for 2024 and 2025 – Applicable only to most curbside contracts Circular materials to update CPI for 2024 and 2025 before April 1, 2025.
  • Payment process set up (applies to Opt-out for P&E too). Communities will be receive instructions in March on setting up EFTs
  • WeRecycle training and community access Circular Materials will provide communities with access to WeRecycle Portal for updating household counts. (please refer to your SOW for relevant reporting requirements for your community)
  • Reporting in WeRecycle Communities will start reporting in WeRecycle portal. A resource guide with FAQs, reporting requirements and relevant contact information will be provided to communities.

Base list of curbside accepted materials

The base list of accepted PPP materials will apply to every community receiving curbside collection starting April 1, 2025.

  • If a community currently isn’t accepting the base list, the base list curbside materials will be added to that community’s program.
  • If a community is currently accepting any additional PPP materials curbside above the base list, they will continue to be collected curbside.
  • If a community is currently accepting any non-PPP materials curbside (e.g. pots and pans, literary books), they will no longer be accepted starting April 1, 2025.

  • Meet P&E regulation requirements Recycling education, publicly accessible website, translation, available in print.
  • Seamless transition for residents Duplicate and enhance the P&E initiatives received prior to transition.
  • Increase recycling rates Increase participation through education and awareness. Reduce contamination by influencing recycling behaviour.

  • As of April 1, please direct any resident inquiries to your collection contractor’s customer relations email and phone number.
  • Contractor contact info will be posted on the respective community webpages.
  • If you receive an issue/complaint that requires escalation to Circular Materials, please direct to: customerservice@circularmaterials.ca or 1-877-667-2626.
