Starting July 1, 2023, eligible communities will begin transitioning their Blue Box programs to the new extended producer responsibility framework under the Règlement de la boîte bleue.
The government’s transition schedule is available here.
Below you’ll find revised agreements for opt-in eligible communities for the period from your transition date until December 2025. These agreements will be used for 2024 and 2025 opt-in eligible communities. All revisions (visible in the comparison versions) will be added to the 2023 opt-in eligible community contracts through a Change Order.
Please note the following changes:
Please forward any questions to operations@circularmaterials.ca.
As requested by eligible communities, we have created a guidance document to support determining the deduction amount for Non-Eligible Source material at depots.
Please choose from the five methods provided in the guidance document and email your selection, including any required documentation, to operations@circularmaterials.ca. We will review your submission and contact you if any further documentation is required.
Once approved, the agreed upon Non-Eligible Source Usage Rate will be included as the Non-Eligible Source Deduction in section 3.3 of your Depot Statement of Work (SoW). If you already have an executed Depot SoW, a Change Order will be used to update the Non-Eligible Source Deduction in section 3.3.
Please contact us at operations@circularmaterials.ca if you have any questions.
A number of municipalities have asked for assistance to estimate payments under the Statements of Work. To support municipalities in estimating payments under each Statement of Work, we have prepared a Municipal Payment Calculation Model. By entering your data into the orange shaded cells (following the instructions in blue font) on the Residence – Facility Payment tab, Depot Payment tab and Public Space Payment tab, the annualized payment in your transition year and for each subsequent year will calculate automatically.
We presented at AMO’s webinar, Blue Box Regulation & Transition: PRO Approaches to Procurement. Below is the presentation and Q&A.
