On January 25, 2024, the Government of Yukon introduced a new extended producer responsibility (EPR) regulation for packaging and paper products.
On February 1, 2025, the Government of Yukon approved Circular Materials’ Stewardship Plan for Packaging, Paper and Single-Use Products, with a program start date of November 1, 2025.
Circular Materials is finalizing the approach with the Government of Yukon. Once finalized, the stewardship plan and other program details will be publicly available on Circular Materials’ website.

The Extended Producer Responsibility Regulation for the Yukon was published on January 25, 2024. Circular Materials will act as a producer responsibility organization (PRO) to support producers in meeting their regulatory requirements in the Yukon, including submitting a stewardship plan. Producers will be notified when registration for the Yukon is open.
To be exempt under the Regulation, you must be a small producer who:
Small producers must keep records which demonstrate they are a small producer.
Packaging: primary packaging, convenience packaging, transport packaging.
Paper: flyers, brochures, booklets, catalogues, telephone directories, newspapers, magazines, paper fibre, paper used for copying, writing or any other general use; paper of any other description.
Single-use products: product, other than packaging, that is ordinarily disposed of after a single use or short-term use, whether or not it could be reused. E.g., straws, utensils, plates, bowls, cups, party supplies, food containers, foil and wraps, bags, boxes.
